Thirty names on one ballot

در تهران هر رأی‌دهنده روی یک برگه تا سی نام یا کد می‌نویسد و سی نفری که بیشترین رأی را دارند می‌برند، به شرطی که دست‌کم یک‌پنجم آرای معتبر را داشته باشند؛ بقیهٔ کرسی‌ها در دور دوم میان دو برابرِ آن‌ها تقسیم می‌شود. در اسفند ۱۴۰۲ از یک میلیون و پانصد و هفتاد هزار رأی معتبر، چهارده نفر از این بار گذشتند و سی و دو نفر به دور دوم رفتند؛ در اردیبهشت ۱۴۰۳ با پانصد و پنجاه و سه هزار رأی، شانزده نفر دیگر نشستند.

این شیوه با فهرست‌ها کار می‌کند: کسی که سی نام می‌نویسد، معمولاً یک فهرست را کپی می‌کند. در ۱۳۹۴ «لیست امید» هر سی کرسی تهران را برد و رقیب هیچ. در ۱۴۰۲ دو فهرست هم‌جناح، شانا و امنا، همهٔ سی کرسی را میان خود تقسیم کردند؛ سرفهرست فهرست سوم، علی مطهری، در شمارش میانی در ردیف شصت و سوم بود.

Four ways of counting

«یک نام برای هر نفر» شیوه‌ای است که ژاپن تا ۱۹۹۴ و افغانستان از ۲۰۰۵ داشته‌اند: رأی تک‌نامی، بی‌فهرست. «فهرست‌ها به نسبت» شیوهٔ هلند و اسپانیا و اسرائیل است: هر فهرست به اندازهٔ رأیش کرسی می‌گیرد و آستانه‌ای فهرست‌های خیلی کوچک را بیرون می‌گذارد؛ این‌جا سنت‌لاگو و پنج درصد. «فهرست کامل» چیزی است که برگهٔ سی‌نامی در عمل به آن تبدیل می‌شود وقتی همه فهرست را کپی می‌کنند: ۱۳۹۴.

هر چهار ردیف با همان رأی‌ها پر می‌شوند و باز هم چهار مجلس متفاوت‌اند. این تفاوت نه از رأی‌دهنده است و نه از نامزد؛ از قاعدهٔ شمارش است. قاعده را کسی رأی نمی‌دهد؛ قانون انتخابات آن را نوشته و مجلسِ همان قاعده آن را عوض می‌کند یا نمی‌کند.

What the model knows and does not

ردیف اول شمارش واقعی است. سه ردیف دیگر مدل‌اند و مدل چیزهایی را نمی‌داند: اگر هر کس فقط یک نام می‌نوشت، شاید ترتیب نامزدها عوض می‌شد؛ این‌جا فرض شده که نمی‌شد. رأی هر فهرست از میانگین رأی سی نامش برآورد شده، که برای رأی‌دادن به فهرست معیار رایجی است اما رأی واقعی به فهرست نیست. برای نام‌های پایین‌تر از ردیف چهل و ششم، شمارش میانی ۱۳ اسفند با ضریب یک و چهار دهم به شمارش نهایی نزدیک شده، و نام‌های بیرون از هشتاد نفر اول سی هزار رأی گرفته‌اند.

رأی ترجیحی (رتبه‌بندی نامزدها) این‌جا نیست، چون برگه‌های تهران ترتیب ندارند و ساختن ترتیب از هیچ، شمارش نیست، داستان است. نام‌هایی که در دو فهرست بودند به فهرستی شمرده شده‌اند که آن‌ها را بالاتر گذاشته بود.
